A NOSE FOR MONEY

Francis B. Nyamnjoh was born in 1961 in Bum , Cameroon . He attended the University of Yaounde where he read Sociology. He holds a Ph.D in the Sociology of Communication from the Centre for Mass Communication Research (CMCR), University of Leicester , UK . He is author of two novels — Mind Searching (1991) and The Disillusioned African (1995); a play — The Convert (2003) and also of several scholarly publications and studies. He is currently Head of Publications and Dissemination with the Council for the Development of Social Science Research in Africa (CODESRIA), Dakar , Senegal . He is married with children.

Set in the fictional and reluctantly bilingual land of Mimbo in contemporary Africa , A Nose for Money revolves around the tragedy of Prospère, a semi-literate Mimbolander searching for the finer things in life. It offers a graphic depiction of the inevitable frustration of a society that places wealth above love. The author interweaves traditional African culture and modern politics to capture the urban African psyche in a compelling and heart-rending style. This cautionary tale may shock the reader, but the haunting character of Prospère is a masterpiece.

AT THE CROSS ROADS
ICT Policy Making in East Africa

Florence Etta & Laurent Elder (eds)

Considering that information and communication technology (ICT) policy making, e-strategies, or indeed e-government implementations have a recent history in Africa , not many countries have fully developed working policies or extensive related experience. The short history of ICTs in Africa shows that in 2003 only about a third of the African countries had developed ICT policies. Those countries that have tell of a long, tedious and little-understood process. In Kenya , the process has had a long history. Some ICT historians and watchers of the sector assert, not without contention, that the first attempts at ICT policy making actually date back to the early 1990s. The process is still ongoing today. The maiden draft ICT policy was made public in November 2004.

This publication, focused on experiences in Kenya and on similar projects and initiatives in the region, captures elements of both the process and the outcomes of ICT policy making in Kenya and the East African region. Contributions are from ICT projects, ICT institutions and ICT spokespersons from Kenya , Uganda , Tanzania and Rwanda . It shows what worked and what did not as a possible guide for those countries and institutions that might be contemplating embarking on an ICT policy making exercise.

This is an invaluable book for researchers, educators and students in ICTs and development studies, history and comparative studies. Development professionals specialising in social policy issues and policy implementation should also find it useful. It also provides useful information for decision-makers and policy advisors in research and development organisations and in think tanks. Members of the general public who may be interested in policy making should also benefit from the contents of this book.

Murogi wa Kagogo (Wizard of the Crow)

Murogi wa Kagogo is a thought-provoking satirical novel that gives a surgical examination of the cult of dictatorship in Africa and the rest of the world.

Narrated in Six Volumes, the story of Murogi wa Kagogo is set in an imaginary country called Aburiria, which is under the leadership of His Excellency President the Second.

Like all autocrats, His Excellency wields so much absolute power that the power corrupts him absolutely. And, like all tyrants, His Excellency derives a lot of pleasure in being surrounded by sycophants. The most prominent among these sycophants are: Silver Sikiokuu, who has earned the dubious distinction of being His Excellency's Ear, thanks to his elephantine ears; and Markus Machokali, whose eyes are as big and as bright as an electric bulb. He therefore takes pride in being the Eye of His Excellency.

Reading Murogi wa Kagogo one is bound to get a whiff of Mobutu Sese Seko; a taste of Idi Amin; and an eerie feeling of Moism.

But, no dictatorship survives without resistance. Thus, this story is spiced with the bold manoeuvres of characters such as Nyawira and Kamiti, who are in the vanguard of leading a revolutionary movement.

Yet, the most intriguing question as you read the novel is: Who is Murogi wa Kagogo? Enjoy the reading, and discover for yourself.

Written in enthralling prose, Murogi wa Kagogo is as incisive as it is intriguing
